To be considered for membership, candidates must:
be a resident of Windsor or a town that does not have a similar Explorer program
be at least 11 years of age and have completed the first marking period of sixth grade
have displayed exemplary behavior in the community and at school during the last six months
have not received any D’s or F’s on their last report card
be interviewed and pass a background investigation
